ESTA for short stays, visa for long-term

Overview

Japanese passport holders are eligible for the Visa Waiver Program (VWP). ESTA is required for stays up to 90 days for tourism or business.

The Visa Waiver Program (VWP) lets Japanese passport holders enter the United States for tourism or short business stays without a traditional visa, provided they have a valid ESTA on file. The system was introduced in 2009 and has been continuously updated; the most recent fee revision raised the price to USD 21 in 2025.

Is ESTA the same as a visa?

No. ESTA is a pre-screening clearance under the Visa Waiver Program. It allows shorter stays and is not a substitute for B1/B2 visas required for longer or different purposes.

If denied, what happens?

Reasons are not disclosed. Travelers may pursue a B1/B2 visa at the U.S. Embassy/Consulate — this route requires an interview and additional documentation.

Can I update the ESTA after submission?

Yes, certain fields (address in US, travel dates) can be updated. Other changes (passport, name) require a new submission.

Hawaii or Guam?

Hawaii follows mainland rules. Guam/CNMI have a separate Guam-CNMI Visa Waiver Program with different requirements.
